The Targeted Initiative for Older Workers (TIOW)

The federal government provides 84% and Nova Scotia supplies 16% of the funding for the Nova Scotia Targeted Initiative for Older Workers (TIOW). The intent of the projects funded under TIOW is to help participants, aged 55-64, secure employment through activities such as employment assistance, essential skills upgrading, preparation for self employment and work experience. In the first two years of the program, 2007-2009, on average, more than 60% of the 293 formerly unemployed workers found work by the end of their projects.


Here is a list of the projects which have approval for fiscal year 2009-2010 as of January 29, 2010

1. Acadia Centre for Social Business Entrepreneurship (ACSBE)

Total Funding request: $310,244.00

Location: Bridgewater, Lunenburg County


Description of Project: 12 older workers are proposed for 2009-10 for first intake and 12 more for second intake in 2010-11. Project includes 10 weeks of EAS activities and 10 weeks of self-employment activities or employer based work experience project. Program is 25 hrs / week throughout.

2. Antigonish Career Resource Centre
Total Funding request: $130,905.00

Location: Antigonish County


Description of Project: ACRC is partnering with The St. Frances Xavier Enterprise Development Centre in Antigonish to offer 12 participants 16 weeks in class training followed by 4 weeks work experience or entrepreneurial training.

3. Cape Breton Black Partnership Committee, (CBBEPC)
Total Funding request: $162,090.00

Location: Sydney, CB


Description of Project: CBBEPC is a community based development organization assisting in the development of African Nova Scotians. The vision of CBBEPC is to offer 12 participants 8 week classroom activities followed by 25 weeks employer based work experience.

4. Career Connections
Total Funding request: $186,729.00
Location: New Glasgow, Pictou County


Description of Project: 9 older workers proposed. Project includes a 17 week EAS component followed by 26 week employer based work experience projects.

5. Career Development Association of Inverness Richmond (CDAIR)
Total Funding request: $102,506.00
Location: Port Hawkesbury, Inverness County

 

Description of Project: 12 older workers proposed for 12 week EAS program. Computer training will be designed to fit the specific needs of the group. The group will also undertake the Portfolio process. The participants will also receive instruction on starting a small business, from initially designing the business plan, financing options, managing daily operations, providing excellent customer service, to reading financial statements. The Age Advantage will be used as the main curriculum. No community or employer based work experience included.

6. Le Conseil des Arts de Cheticamp

Total Funding request: $159,501.00

Location: Cheticamp, Inverness County


Description of Project: 10 older workers proposed for a community based work experience project. The participants will spend 35 hours per week throughout the 24 week project. The older workers will be introduced to the Age Advantage Transition Program and have basic training in resume writing, interview practice and communication for work; in addition, there will be instruction in workplace organization, administration (including typical work policies) and group dynamics. Then, for the community-based work experience, the participants will move on to hands-on training in theatre and prop construction, water puppets, and film making as well as professional theatre production.

7. Digby Area Learning Association (DALA)

Location: Digby, Digby County

Description of Project:10 older workers are proposed for 2009-10 for first intake and 10 more for second intake in 2010-11. Project includes 12 weeks of EAS activities and those needing GED or basic literacy upgrading will be referred to that program. 13 weeks of self-employment activities or employer based work experience project follow. All clients will go through basic computer training to bring them to a level that will increase their chance of becoming employed. Some will also have Individual Learning Projects such as Small business.

8. FutureWorx

Description of Project: Serves Colchester-East, West Hants, Pictou and Cumberland counties. 2 facilitators will train 15 participants. Project includes 16 week EAS “classroom” section followed by a 6 week employer based work experience project.

9. Guysborough County Community Business Development

Description of Project:CBDC Guysborough proposes to train 12 older workers in 2009-10 and the 11 weeks of the project are devoted to EAS activities. There is no work experience component.

Description of Project: Shelburne Campus has a career resource centre, which helps identify prospective participants. 10 older workers proposed for 2009-10. There are 30 hours of instruction per week for participants while on EAS portion for 14 weeks. 4 weeks are set aside for an employer based work experience project.

13. PeopleWorx

Location: Granville Ferry, Annapolis Valley


Description of Project: The PeopleWorx Society proposes to provide two consecutive 19-week programs based on 12 participants per intake. Project is to take place in Annapolis Royal. This project will provide 11 wks training in employability skills. For the last 8 weeks, clients will be divided into groups: (1) those interested in traditional employment who will participate in employer based work experience vs. (2) clients interested in self employment.

14. Richmond County Literacy Network

Description of Project: RCLN will serve Richmond County and parts of Inverness County including Port Hawkesbury. 12 older workers proposed for 2009-10. During the first twelve week EAS component, plus an additional week at the end of the 12 week employer-based work experience, the participants will take part in skills enhancement.

15. Valley African Nova Scotian Development Association (VANSDA)

Location: Kentville, Kings County

  

Description of Project: The vision of VANSDA is to serve principally African Nova Scotians in Kings County and the Annapolis Valley. 12 older workers proposed to participate in a 32 week project in 2009-10. 20 weeks (at 35 hours per week) devoted to EAS activities. The project will also include a12 week employer-based work experience at 40 hours per week.

16. Western Area Women's Coalition

Description of Project: 12 older workers proposed (women only) for 2009-10. 3 week mentoring period included in the 22 week classroom period. This project intended to result in self-employment for participants. No separate employer-based work experience.
